NOTE: If you do not have the driver for the printer you are connecting to, you will need to download a copy from the manufacturer's website. This should be done before proceeding with these steps.
Install the Windows Components

- Click the Start button > Devices and Printers
- Click on Add a Printer
- Select Add a local printer
- Select Create a new port and select LPR Port. Click Next.
- Name or address of server providing lpd: wave.itg.ias.edu
- Name of the printer queue on that server: Name of the printer you are connecting to
(Note: For the LaserJet M603dn printers, we recommend printing to the PCL queue, such as W2ndFlrPCL or F3rdFlrPCL, etc. The driver can be found here.)
- Cick OK, then select the proper driver for the printer you are connecting to and then click Next.
- Type in a name for this printer (We recommend using te print queue name) and click Next.
- Select Do not share this printer and ten click Next.
- If you would like to set the printer as your default, check the relevant box, then click Finish.

I have a Windows 7 computer. There is a second computer (Windows XP) that has a printer attached to it and is shared. On the Windows 7 computer I install the printer as a network printer (not TCP/IP port, etc.) just with the wizard and network printer.
It does not show up for all users in the domain when the logon this PC.
When I do a 'real' network printer with TCP/IP port on a different printer, everyone can see it.

You can use the prnmngr.vbs script.
It's located in
%SystemRoot%System32Printing_Admin_Scripts[language]
for Windows 7. For XP it's located in windowssystem32
.To add printer for all users you use this command:

When you add a printer as a local printer all user can view it.

In Windows XP:

- Follow the rest of the wizard.
In Windows Vista and 7:

- Select Add a local printer.

It is important to remember that shared printers are saved on the user profile. This means that when you connect to a 'shared' printer (through the wizard), only the user account that connected to it will have access to it.
Local Printers, on the other hand, are global devices that are viewable by all users on a computer. These use 'local' TCP/IP ports to connect to a 'real' network printer.
So with that all said, let me answer your question. To have a shared printer 'showup' for all users, you will need a system in place that will add the printer for each user as they log in.
